The difference between them is the difference between a fifteen-minute transfer and a five-hour round trip by bus. Read the port name in your cruise documents, not the city name in the brochure.

The well-known cumulative ticket covers five sites in the walkable center - San Vitale, Galla Placidia, Sant'Apollinare Nuovo, the Neonian Baptistery, and the Archiepiscopal Museum with its chapel - and is sold only as a bundle, valid for seven days with one entry each. Sant'Apollinare in Classe and the Mausoleum of Theodoric sit on a different, state-run ticket entirely. If Classe's apse mosaic or Theodoric's single-stone roof is on your list, you are buying twice, and Classe is south of the city rather than on the road in from the port.
In spring you do, and it is the likeliest way to lose the thing you came for. The Mausoleum of Galla Placidia carries a small supplement and an obligatory timed reservation through the busier spring months, roughly from March into the middle of June, because the interior is tiny and visits are deliberately kept short. Turning up on a six-hour port visit without that slot can mean standing outside the one building everybody photographs.
